The New York State Gaming Commission has not explicitly provided for a legal online betting on horse racing. There's also a live chat tool to contact a rep, but that isn't staffed 24-7. This leaves the phone number and the email. The phones are staffed from 9am to 8pm (New York time) and the tool invites you to leave your info and await a callback. Both the phone and email response times can be pretty tortuous, and the callout that says "Have you tried chatting with us instead?" reads like a taunt when the agents are all offline.

Do you have to pay taxes on your winnings? As we say in New York City, "You should be so lucky." If you net more than $600 in a calendar year, expect Uncle Sam and Albany to come for their taste and add to the NY Sports Betting revenue.
